Oravel

The Neutral Ground

Oravel is a sovereign neutral moon whose treaty houses provide protected halls, bonded ports, and rules that let rival powers meet without accepting one another’s ground.

Overview

The Record

Oravel is a temperate moon built to receive disagreement. Mild air, managed countryside, efficient harbors, and carefully ordered cities deny visiting delegations the usual excuses of weather and supply. Thirty-six million residents work as hosts, clerks, escorts, merchants of protected cargo, and the families that maintain a neutral realm without allowing neutrality to become passivity.

The treaty houses govern collectively as the Hosts from the Charter Precinct at Pheron. A presiding Host opens sessions and sets speaking order. Their highest rule is unwritten: Oravel does not ask. Petitioning another power would create an obligation, so the moon accepts shortages and inconvenience rather than owe the neutrality on which its authority depends.

Treaty procedure uses both aspects of the Twofold. Sealers preserve agreed terms until the parties lawfully reopen them; Descriers read a room whose participants may not be candid. Arms entering treaty grounds are peace-bonded with cord and seal. Cutting the bond does not prevent violence, but it records the decision before the weapon is drawn.

Ilyra guarantees Oravel’s diplomatic charter and neutrality without governing the halls. Rival powers meet here when standing on one another’s soil would concede too much, and protected trade passes through bonded ports in Oravel’s own name. Recognition by greater moons strengthens the service but creates no council above the Hosts.

Oravel’s product is a room whose rules belong to neither party. That position gives it influence in treaties, arbitration, and commerce while imposing a strict limit: the neutral realm cannot compel a settlement, petition for rescue, or let a guarantor’s warrant replace its own.

Oravel is a sovereign neutral trading and diplomatic realm governed by the Hosts, the assembly of treaty houses seated in Pheron. A presiding Host sets speaking order and opens each session. The assembly acts in Oravel’s name and follows the unwritten rule that it does not petition foreign powers, because an obligation would compromise the neutrality it sells.

Ilyra guarantees Oravel’s neutrality and diplomatic charter but does not govern the halls, ports, or treaty process. Other powers may recognize the charter without joining a new council or acquiring authority over Oravel. Bonded trade and arbitration remain Oraveli acts.

The sovereign seal belongs to the neutral realm. Individual treaty houses administer sessions and protected commerce but cannot bind the moon outside the Hosts’ chartered process.

Physical Characteristics

Ground and Sky

  • Diameter4,340 km
  • Mass0.029 Earth masses
  • Gravity0.25 g

Oravel has a breathable, temperate atmosphere with regular rain, little industrial contamination, and no unusual toxin burden. Treaty districts filter their air beyond environmental necessity so that delegations share the same controlled conditions. Mild weather supports open ports and managed farmland, though deliberate blandness is part of the diplomatic infrastructure rather than evidence that the climate never disrupts travel.

  • Orbital Radius8,050,000 km
  • Orbital Period85.199 days
  • Rotation22.8 hours
  • Inclination0.58 degrees

Oravel is not tidally locked. It rotates once every 22.8 standard hours while orbiting Oranth in 85.199 standard days, giving it an ordinary sunrise and night while Oranth crosses the sky. Port and session clocks follow the rotation. Eclipses are entered into diplomatic calendars because a sudden darkening can interrupt arrivals, security procedures, and ceremonies without changing the day itself.

Culture

The Twofold

Treaty houses retain a Sealer and a Descrier and keep their duties separate. The Sealer holds agreed terms closed until the parties reopen them; the Descrier reads conditions inside the room. Delegations routinely object to the second and accept both. Oravel’s balance is procedural: disclosure and restraint are tools whose proper sequence makes neutral mediation possible.

Travel

Travel Notes

Regular Embrace lanes serve Oravel, and some Shatter-bound vessels stop for papers, escorts, or arbitration before proceeding outward. Casual travelers may enter commercial districts, but treaty precincts require invitation and additional screening. Weapons are peace-bonded, faction banners and outside warrants are restricted, and a berth granted by one port does not waive the rules of the Hosts. Convened disputes can delay ordinary traffic.
