Overview
The Record
Elowen is a humid forest moon whose continents remain beneath nearly continuous living cover. Rivers run dark beneath the canopy, and the air is heavy with rain, leaf, and soil that has never been cleared for a city. Even from the approach lanes, its settlements are difficult to distinguish from the forests around them. That absence is deliberate. Roads are few, clearings are counted, and an uncontrolled fire is treated as a political emergency.
Its population is low because the covenant governing Elowen intends it to remain so. Permanent towns are confined to long-established basins and a small number of lake margins. Beyond them live only seasonal stewards, field scholars, and crews permitted to maintain the raised paths, canopy stations, and monitoring works without opening new ground. Families inherit obligations with their homes, and every proposed settlement must prove that the forest can bear it. Most cannot.
Elowen’s sacred groves join the two aspects of the Twofold in a way other worlds often separate. Dawn is the flourishing life within them; Gloam is the shelter that allows it to flourish unseen and undisturbed. A new cut may be refused not because nothing useful lies beyond it, but because usefulness is precisely what would place the land in danger.
Within the Embrace, Elowen serves as a living reserve and a restraint upon the ambitions of more heavily settled worlds. Its covenant with Myr guarantees that protection without granting Myr ownership of the moon. Myr holds no territory there and appoints no ruler; it stands behind the covenant when an outside power challenges it.
Elowen exports biological knowledge, carefully controlled living samples, and the expertise required to preserve ecosystems before restoration becomes necessary. It exports almost no timber. Its importance rests on something rarer: the decision to leave an inhabited world largely unspent, and the ability to make that decision endure.

Elowen is a self-governing sanctuary protected by covenant with Myr. The agreement was made to preserve the moon rather than to extract wealth from it: Elowen pays no tribute, grants no general right of development, and owes Myr no share of its living resources.
The sanctuary’s custodians govern settlement, research, access, and land use. Myr supplies ecological expertise, diplomatic protection, and limited defense, but appoints no local rulers and holds no territory on the moon. Its authority begins where Elowen’s own cannot reach, particularly in treaties and disputes with outside powers.
Elowen bears a sanctuary emblem rather than a sovereign crest. Its custodians issue local rulings under that mark, but formal agreements beyond the moon are made through the covenant and carried in Myr’s name.

Physical Characteristics
Ground and Sky

Elowen’s atmosphere is warm, humid, and comfortably breathable, though dense with the products of its abundant life. Mist lingers beneath the lower canopy through much of the long night, and heavy concentrations of pollen and spores can trouble visitors in the wetter basins. Most travelers need no breathing equipment beneath the trees, but those with sensitive lungs are advised not to mistake a hospitable atmosphere for an empty one.

Elowen is tidally locked to Oranth. Above the inner forests, the giant remains fixed between the canopy gaps, and its reflected light turns much of the long night into a muted green dusk. Sunrise and sunset follow Elowen’s orbit, though beneath the deeper canopy both are softened into gradual changes of color, temperature, and sound. Stewards learn the hours from the insects, the rivers, and the opening of leaves more readily than from any visible horizon.
The outer hemisphere never sees Oranth. It is cooler, wetter, and truly dark during the night phase, with only Vya, Veo, and the system’s distant lights above the canopy. Research camps there are tightly restricted, and no casual landings are permitted.
Culture
The Twofold
Elowen entrusts damaged ground to Reclaimers and untouched ground to Abiders, and the two orders seldom agree on where one condition ends and the other begins. Reclaimers argue that a wound left alone may only deepen. Abiders answer that intervention was often what made the wound in the first place. Every restoration therefore requires both offices to agree on what may be changed, what must be preserved, and when the work must stop. The sanctuary’s reputation for stillness owes nearly as much to the length of those arguments as it does to the forest.
Travel
Travel Notes
Elowen is not closed, but it is not open. Approach requires a stated purpose, a receiving steward, and a landing at one of the permitted lake or basin fields. Biological screening is ordinary. Collecting specimens without leave is a serious offense.
Most travelers come for study, mediation, or the rare grant of residence. There is little commercial traffic. A letter that names Myr’s covenant may open a hearing. It will not open a new cut. Routes pass through ordinary Embrace lanes; the difficulty begins at the canopy, not in the sky.
