Overview
The Record
Nadris lets powers trade where neither power’s law has precedence. The city occupies a wide silver-blue mineral basin beneath one of Oravel’s safest orbital approaches. Landing platforms feed bonded warehouses, inspection pavilions, enclosed cargo railways, and secured exchange districts arranged around, but kept distinct from, the inhabited civic center.
A consignment placed under Oraveli protection is sealed on arrival. Inspectors verify its documents, ownership, and agreed conditions before it can be released, allowing merchants whose governments may not recognize one another to exchange goods without entering hostile territory. If ownership, damage, transport, or performance is disputed, Nadris hears the matter while the cargo remains in neutral custody. Cases touching a wider treaty or diplomatic charter may proceed to Pheron.
The distinction between protection and government is exact. Ilyran ships patrol the approaches without having been granted the city’s customs authority. They do not inspect consignments, issue trade rulings, or enter secured districts without Oraveli leave. Nadris remains credible because every manifest, seal, and judgment inside the bonded line belongs to Oravel, even when greater powers keep watch beyond it.
Identity and Function
Function
Nadris receives intermoon freight into bonded districts, verifies manifests and ownership, holds cargo under Oraveli protection, and hears commercial disputes before release. It allows parties that reject one another’s law to trade without either entering the other’s territory.

Environment
Landing platforms and pale metallic-stone civic buildings occupy a broad silver-blue mineral basin. Bonded warehouses, inspection pavilions, enclosed cargo railways, illuminated freight routes, and loading systems separate protected consignments from the inhabited center while keeping them under continuous Oraveli custody.

Travel Notes
Civilian and commercial vessels require clearance before entering Nadris-controlled airspace. Protected cargo is sealed on arrival and remains within the bonded districts until inspection and any dispute are complete. Crews may enter designated civic areas, but neither a landing clearance nor an Ilyran escort grants access to secured cargo.
