Overview
The Record
White Banner gives the Binding a place to stop a vessel. Inspection bays isolate disputed military cargo while hearing chambers let rival powers argue over classification, concealment, and permitted passage without first turning the disagreement into a blockade.
Custodians rotate among recognized powers. Each watch can secure cargo, summon parties, conduct an inspection, and issue the station’s narrow rulings, but no custodian acquires permanent control of the station or jurisdiction beyond the matter brought before it.
Dawn practitioners test disclosure and make evidence legible in public proceedings. Gloam practitioners protect legitimate confidence while distinguishing it from concealment prohibited by the Binding. Neither side decides the case alone; the station’s credibility depends on preserving both functions.
White Banner can delay passage and make a ruling costly to ignore. It has no fleet or territory with which to compel general obedience. Its authority lasts because powers that disagree elsewhere continue to accept inspection here.

- Institutional Emblem
White Banner is an autonomous neutral station governed by custodians rotating among recognized powers. A sitting watch may inspect cargo, secure weapons, convene a hearing, and issue rulings within the Binding. It cannot make territorial law, retain permanent control, or bind parties on matters outside that mandate.
A plain white inspection banner identifies officers acting under the station’s neutral authority. It is an institutional emblem, not a territorial or sovereign crest.

Physical Characteristics

- Mass0.000000000003 Earth masses
- Gravity0.18 g
White Banner maintains a breathable, continuously monitored nitrogen-oxygen atmosphere in its inhabited sections. Each inspection bay has independent pressure, filtration, and containment so hazardous or disputed cargo can be isolated without closing the hearing chambers. A containment alarm seals the affected bay and suspends movement through its adjoining corridor.

The station rotates on a thirty-standard-hour cycle that supports thermal control and defines equal custodial watches. Public hearings use a separate twenty-four-standard-hour schedule for visiting delegations. The two clocks overlap by design, preventing any one watch from inheriting every opening or closing session.
Culture
The Twofold
Dawn practitioners clarify evidence, test disclosure, and identify facts that must be public under the Binding. Gloam practitioners preserve legitimate confidence during negotiation and refuse concealment that would defeat an inspection. Their divided duties let White Banner distinguish protected secrecy from prohibited cargo without treating every private act as guilt.
Travel
Travel Notes
Approach only under a summons, scheduled inspection, or recorded agreement between the parties. Follow the assigned corridor, declare armed systems, and transfer disputed cargo to the designated isolated bay. Weapons remain secured until the custodians release them; refusal ends neutral handling and is reported to the powers responsible for the relevant route.
