The High Seat

The imperial dignity of Velyr, borne by House Oressa

Velyr’s hereditary imperial office, issuing charters, assenting to legislation, confirming the First Chair, and giving the empire its formal voice abroad.

The High Seat is Velyr’s hereditary imperial dignity, held by House Oressa. Its bearer is Emperor of Velyr. Longer styles remain in the ceremonial registers at Vhalessa and are recited at accession, but foreign courts recognize the office through the acts it can validate rather than the claims contained in its full title.

The Emperor issues the charters under which Carthis, Lyr, Avenor, and Gilt are governed. The Chairs must vote those instruments and the High Seat must sign them; either may refuse. The Nameless Moon rests on a palace charter issued without an assembly division, a lawful power used only twice in the surviving record and not contested at Vhalessa. No act of the Chairs becomes law without palace assent, and Velyr enters treaties through the name the High Seat gives abroad.

The Chairs elects its First Chair and the Emperor confirms the choice. House Oressa’s hereditary seats usually secure an acceptable candidate before the vote, making confirmation a courtesy in ordinary years. Two Emperors have refused. Those precedents remain disputed at Thessane and ensure that the assembly consults the palace before choosing a candidate the High Seat might reject.

The office’s wider reach travels through institutions rather than conquest. The Collegium’s practitioner catalogue is issued in its name, Velyrian legal forms circulate through foreign courts, Ilvareth holds Velyr’s contractual access to the Deep, and a Velyrian Praetor has set the Standing Council’s agenda since the Council was raised. Rivals call the result an empire built from signatures rather than soldiers.

That reach ends at sovereign consent. Rhovan declines formal engagement, Othryn recognizes its own king, and Kharad accepts Velyrian finance without yielding command of the Deep. The High Seat can withhold assent within Velyr and its charters. Beyond them, it must persuade governments that use Velyrian institutions without conceding Velyrian authority. Vhalessa answers that it has asked for eleven centuries and has not been denied anything it genuinely required.

The Twofold — balanced

The High Seat licenses no practitioner directly. The Collegium issues its catalogue in the imperial name, extending a Thessane ruling across Velyrian charters and into jurisdictions that choose to honor the roll.
