The Collegium

The Velyrian universities, archives and schools, seated at Thessane

The Velyrian universities, archives, and religious schools whose catalogue of sixteen roles supplies the categories used to license practitioners across the system.

The Collegium joins Velyrian universities, archives, and religious schools around a common record. It is seated among the repositories of Thessane and maintains observational houses at Elyndra, where instruments and eclipse studies support its scholarship without placing the city under Collegium government. Across several centuries it compiled sixteen practitioner classifications in eight opposed pairs.

That catalogue gives the body influence beyond Velyr. Governments license practitioners in Collegium categories because no competing classification travels as widely, even when they reject the theory behind the pairs. Serath keeps another reading, Ilyra publishes sustained objections, and Namari scholars argue that the structure favors Velyrian ideas of balance. Their warrants still use the familiar names. A Descrier struck from the roll at Thessane may find that decision honored by jurisdictions that deny the Collegium formal authority.

Recognition, not sovereignty, makes the system work. The Collegium cannot command a foreign licensing office to accept its categories or discipline a practitioner outside the laws that honor its roll. Its advantage is that courts, employers, and schools need a shared vocabulary, and replacing the catalogue would require them to agree on another one.

Within the Chairs, the Collegium attends and speaks but does not vote. It supplies records, precedents, and classifications used by houses on both sides of an argument, gaining influence over the evidence without becoming a faction that can be defeated in a division. The arrangement also creates a visible limit. Asked to report on representation that no longer matches metropolitan Velyr, the Collegium has kept its finding in preparation for two centuries. A conclusion for or against the hereditary houses would compromise the neutrality on which its political usefulness depends.

The Twofold — balanced

The catalogue is both authority and vulnerability. Shared categories make practice legible across jurisdictions, while every jurisdiction remains free to dispute the theory that produced them.
