Overview
The Record
Vhalessa governs from buildings older than the institutions now occupying them. The High Seat of House Oressa, the assembly of the Chairs, diplomatic courts, ministries, and inherited offices fill palaces and ceremonial avenues raised by successive Velyrian governments. The Chairs meet in a hall older than many of the precedents argued inside it, and the houses measure their strength by the seats they can hold there.
The visible capital is only the current level. Streets cross above buried plazas, occupied towers descend into foundations built for forgotten administrations, and service passages run through districts sealed beneath later palaces. Summoners recover routes needed by the living city; Sextons keep other quarters closed. Vhalessa treats these layers not as separate ruins but as evidence that present authority inherits everything the city has survived.
One of Vhalessa’s sealed quarters is not inherited from a forgotten government. About seven centuries ago, a freight vessel left its assigned approach during a sitting of the Chairs and was deliberately driven toward the assembly hall. It fell short in Calveris, a crowded district. The hall remained standing, and the houses heard the impact from their benches, but the dead numbered in the tens of thousands. Vhalessa never restored the district at street level. Later construction crossed above it, and Sextons now keep the buried quarter closed. A capital that claims every surviving layer must also inherit the level it chose not to rebuild.
That claim gives the First City its grandeur and its limit. Its avenues still receive rulers from across the Embrace, even when those visitors reject Velyr’s assertion of natural leadership. Vhalessa can point to continuity no rival capital can match. Continuity alone does not compel another moon to obey.

Environment
Monumental avenues, bridges, civic terraces, occupied towers, and preserved palace districts form a vertical metropolis. Beneath them, foundations, plazas, transit passages, and sealed quarters from earlier versions of the city descend through successive layers of construction.
