Bareth

City

Avarra’s largest inner-sea city-state and offworld port, holding the League’s common name in trust without authority over any other harbor.

Overview

The Record

Bareth joins Avarra’s inland seas to the wider Embrace. White-stone districts and terracotta roofs curve around a broad turquoise harbor filled with passenger halls, fisheries, cargo platforms, layered docks, and advanced watercraft yards. Above them, a compact headland spaceport transfers offworld arrivals into a city whose working geography remains maritime.

The port’s scale makes Bareth the easiest Avarran city-state for many visitors to reach, but not a gateway with authority over the rest of the moon. Its civic institutions govern Bareth’s berths, fees, quarantine, and waters. Talassaran offices provide charts, storm warning, and defensive coordination by agreement; they do not administer the city. A traveler cleared here must still obtain a receiving house and satisfy the law of every later harbor.

Bareth’s wider distinction is custodial. Avarra’s independent city-states own one common name for use abroad, and Bareth keeps that name in trust and hosts the meetings at which permission to speak under it is requested. The city cannot lend, refuse, or profit from the name on its own judgment, and holding it confers no command over another harbor. Bareth can connect sea traffic to orbit and house a collective answer. It cannot supply Avarra with a government the city-states have chosen not to build.

Identity and Function

Function

Bareth handles passenger exchange, fisheries, coastal trade, cargo transfer, watercraft construction, and connections between Avarra’s sea routes and the wider Embrace. It also receives meetings on shared defense, routes, and external obligations because the League’s common name is kept there, not because Bareth governs the city-states that use it.

Identity and Function

Governance

Bareth’s civic institutions enforce its own harbor laws, fees, quarantines, and berthing rules. The city keeps Avarra’s common name in trust and hosts requests to use it abroad, but may neither use nor withhold that name on its sole judgment and has no authority over another city-state. Talassaran chart houses, storm-warning offices, and defensive representatives operate by local agreement without administering Bareth.

Environment and Travel

Environment

White-stone and terracotta districts curve around a warm turquoise inner-sea harbor. Layered docks, watercraft yards, passenger halls, fish markets, bridges, cargo platforms, and shoreline neighborhoods occupy the sheltered water. A compact spacecraft port is built into the rocky headland above them, linking orbital arrivals to a city whose movement and law still begin at the harbor.

Travel Notes

Arrive through the assigned headland berth or harbor approach with a receiving house already named. Bareth enforces local fees, quarantine, and harbor law even when Talassaran charts or escorts supported the voyage. Weather can delay onward sea travel, and every destination city-state applies its own rules. Clearance at Bareth opens one port only; it grants no right to enter another Avarran harbor.

Culture

The Twofold

Bareth’s Dawn practice treats departure as renewal and a newly opened route as revelation, with ceremonies held aboard vessels or on eastern harbor platforms. Receiving houses contract Summoners for inland passages whose channels may shift between seasons, and announce a valuable contract as a civic boast. The city celebrates openness to traffic without confusing it with free access: route-finding does not waive harbor law, obligation, or payment.
