League of self-governing city-states

The Avarran League

The common name of the Avarran city-states, held in trust at Bareth

The common name Avarra’s self-governing city-states use abroad, held in trust at Bareth without creating an assembly or authority over the harbors.

The Avarran League is the common name under which Avarra’s independent city-states speak beyond the moon, ordinarily shortened to the League. It has no assembly, treasury, revenue, or officers. A harbor seeking to act abroad requests use of the name, and an act made as Avarra binds every city-state. The League’s only common politics concerns who may carry that shared authority.

Bareth keeps the name in trust and hosts the requests to use it. Custody gives Bareth no superior right. The city may not use the name more freely than Kalynd, withhold it on its own judgment, or charge for access. Bareth’s harbor law ends at its own water, and the League grants it no authority over another city-state.

The name applies abroad and cannot be invoked by one Avarran harbor against another. Fees, channels, escorts, fisheries, and local disputes remain under city-state law. Kalynd may close a route or compete with Bareth for a generation without creating League business. This limit prevents the shared external voice from becoming a government over Avarrans.

Permission to use the name is rarely refused because a denial can become a lasting injury between harbors. The result is that Avarra sometimes accepts external obligations broader than any one city would choose alone. Those obligations bind every city-state abroad while leaving the cities to argue about performance under their separate laws at home.

Talassar supplies wider charts, storm warning, defense, and access to major lanes in return for Avarran navigators and fleet service. That client relationship is useful and unequal, but it did not create the League. The city-states made the common name themselves, and Talassar’s services do not grant it custody of the one instrument through which Avarra can speak collectively.

The Twofold — Dawn

League business is conducted openly, and Summoner contracts are posted as civic achievements. Dawn governs the common route and public undertaking; Gloam practice remains local to the individual harbors.
