The Sanctuary Custodians

Elowen

Elowen’s custodial councils, governing settlement, research, access, and land use beneath the sanctuary emblem while Myr carries the covenant beyond the moon.

The Sanctuary Custodians govern settlement, research, access, and land use on Elowen. Their authority reaches permitted clearings, local councils, protected routes, and the terms under which work may enter living ground. It does not extend beyond the sanctuary as an independent diplomatic power, and it does not make every custodial ruling a grant to open more land. The sanctuary emblem marks local authority, not a sovereign claim beyond the moon.

Custodians responsible for settlements, research grounds, and protected places work through the councils at Bryneth. They hear petitions for residence, travel, study, and limited development, then admit, condition, delay, or refuse them according to what the affected place can bear. A permission may end at Bryneth’s boundary. At Nhalor Grove, local custodians still control conduct and may withdraw access after a visitor arrives. This division keeps a general hearing from overruling the place actually exposed to harm.

The line between Elowen and Myr is carried by The Myr-Elowen Covenant. Myrran institutions provide expertise, advocacy, resources, diplomatic protection, and limited defense. They appoint no custodian, direct no council, authorize no clearing, and hold no title at Nhalor. Formal dealings beyond Elowen travel in Myr’s name, while rulings within the sanctuary remain under the custodians’ mark.

The body is tested whenever an outside request treats a hearing as an entitlement or Myrran support as approval. Bryneth may receive a petitioner without opening the interior, and research accepted there may still be narrowed at a protected site. The same pressure appears when damaged and untouched ground cannot be cleanly distinguished. Custodial government survives by keeping permission exact, even when delay frustrates an ally whose protection makes refusal effective abroad.

The Twofold — balanced

Abiders speak for untouched ground and Reclaimers for damaged ground; neither role may define the boundary alone. Assayers weigh petitioners at Bryneth, while Sextons preserve the record of permitted clearings and Occulters keep interior approaches from casual disclosure.
