The Forge Dominion

The Forge Dominion is an industrial alliance led from Kharad, with Dross and The Anvil operating within it. It has no treaty, common legislature, or combined military command. Its working instrument is a shared manifest policy: Kharad maintains lists of cargo the Grasp will carry and refuse, and the other mining moons align their own routes with those decisions.

Mordane established the force of the arrangement. When its charter holders rejected a Kharadi schedule, Kharad stopped routing cargo through Mordani depots. The rest of the Grasp followed within a season. No port was blockaded and no property was seized, but ore ceased to arrive and outbound ships ceased to call. Mordane negotiated within two years and continues to operate within the resulting terms.

Othryn answered by consolidating its holds under a crown. The holds had watched Mordane be approached through its separate charter interests and created an authority able to negotiate for all of them at once. The Dominion has never attempted the same pressure against the united holds. That restraint leaves the strength of Othryn’s defense and the reach of coordinated refusal untested.

The Dominion coordinates carriage, not territory or every right attached to the cargo. Velyrian financing and contractual interests run throughout the Deep infrastructure, recorded as paper at Vhalessa rather than freight a Kharadi dock can reject. The alliance can make ore difficult to move through the Grasp. It cannot cancel Velyrian debt, command Othryn’s crown, or convert a shared manifest into sovereignty over the moons that honor it.
