Overview
The Record
Marnis Quay has grown upward from Carthis’s oldest waterfronts until the rocky basin functions as one vertical port. Landing platforms and drydocks occupy the upper approaches; bonded warehouses, markets, inns, and residential stacks fill the levels below. Enclosed freight ways cross between towers, moving cargo through changes of elevation, ownership, and destination without requiring it to enter an ordinary street.
Passengers change ships here, crews find lodging, factors divide and recombine consignments, and vessels take service before returning to the Embrace lanes. Much of the cargo never leaves the bonded districts. Its documents move through counting houses while the sealed goods move from quay to warehouse to another ship.
Carthan authorities govern the port, though each quay and bonded district keeps its own permits and operating contracts. Velyr’s authority lies in the charter and the external obligations attached to it, not in daily municipal rule. Marnis is therefore accessible without being simple: a recognized route may bring a vessel to the basin, but sponsors, tariffs, inspections, disputed fees, and a reassigned berth decide when it leaves.
Identity and Function
Function
Marnis Quay transfers passengers, services ships, consolidates freight, provides lodging, and holds cargo under bond while factors negotiate its next owner or destination. A consignment may cross several contracts and elevations without entering an ordinary Carthan street.

Environment
A rocky basin has been built upward into landing platforms, drydocks, warehouses, covered markets, inns, and residential stacks. Enclosed freight ways and suspended transit lines cross between levels. Rain cleans the ochre stone but not the harbor haze, sealant fumes, or dust from construction that seldom stops.

Travel Notes
Recognized routes reach Marnis readily, but no arrival moves without a bonded sponsor, verified passenger and cargo records, local tariffs, and an assigned quay. Congestion, inspections, fee disputes, and changed departure slots delay more travelers than weather. Keep documents available and do not mistake admission to the city for release from the bonded port.
