Overview
The Record
Cadran Exchange exists to make a Carthan obligation survive everyone’s departure. Cargo can leave its bonded quay, the vessel can clear Carthis, and the signatories can return to opposite parts of the Embrace; the tariff, bond, claim, and avenue of appeal remain here. Licensing offices, insurers, contract archives, bonded vaults, charter courts, and arbitration chambers turn a transaction at one port into an enforceable record beyond it.
The district is built around a layered central plaza enclosed by monumental counting halls and courts. Brass-framed walks cross between ochre stone façades and amber-glass galleries. Markets and public hearings occupy the accessible fronts; the archives, vaults, arbitration floors, and charter proceedings behind them admit only credentialed parties or those with a docketed commercial purpose. Cadran has no major port of its own. Traffic reaches it through the city’s transit and bonded passenger systems, carrying papers from the quays rather than cargo holds to its doors.
The Scales sits here as the assembly of every bonded quay and counting house of standing. Its Arbiter may own or trade no share during the term and alone may declare a matter finished. Carthan officers administer the courts, permits, contracts, and commercial districts, but they do so under an ancient charter whose authority belongs to Velyr and which Carthis cannot rewrite or withdraw. The Exchange gives Carthan judgments weight outside Carthis while exposing the limit beneath that autonomy: Cadran can enforce the grant with unusual reach, but it cannot become the power that granted it.

Monumental counting halls, charter courts, bonded vaults, covered markets, and residential stacks enclose a layered central plaza. Brass-framed walks connect public galleries and offices through ochre stone and amber glass. Deep teal and indigo fabrics distinguish ceremonial and legal chambers, while secure archive and vault rooms sit behind the public fronts.
