Council of ministers

The Senate

The Senate of Edrane, seated at Eirenor

Edrane’s council of life-held ministerial peers, ordered by unrevised precedence and led by the senior living officeholder rather than an elected executive.

The Senate is Edrane’s council of ministers at Eirenor. Each ministry is a life-held peerage conferred by appointment, not a temporary administrative posting. A handful have passed within the same house because no rule expressly prevents succession by an heir. The office remains part of the state whether or not its original work still exists.

The Ruling Minister is the senior living officeholder in the order of precedence. Seniority follows the date each ministry was raised, not age, service, or present responsibility. No procedure exists to revise the order. When a Ruling Minister dies, a Sexton reads down the register to the first living minister, transferring the headship without an election.

Precedence can separate rank from practical power. The ministry of an uninhabited Amoneth quarter was raised eleven years before the office governing Ravelin Port and has outranked it for four centuries. Twice within living memory, a minister responsible for an empty district has become head of state while newer offices directed the convoys on which the Far Reach depends.

No ministry is dissolved. Offices concealing Edrane’s approaches and offices opening convoy routes remain separate because they were created a century apart, and removing either would reorder every ministry beneath it. Ministries for claims on Vandor and Marovar also remain seated after effective authority passed elsewhere. The Senate preserves these offices because Edrane has no accepted mechanism for laying one down.

Despite that rigidity, the Senate coordinates Shatter convoys, represents Damaris externally, and gives Edrane its voice at the Standing Council. Koravel and Varos rely on parts of that system without yielding their own governments. The Senate’s unresolved question is internal: ministries advocate finishing the empty quarters, reclaiming them, or accepting the inhabited core as Edrane’s final form, while precedence supplies no rule for choosing among them.

The Twofold — Gloam

The Senate preserves the register rather than correcting it. A ministry whose purpose has lapsed remains an office of state and keeps precedence over every office raised later.
