The Halcyon Medical Directorate
Halcyon
Halcyon’s professional medical administration, responsible for treatment, quarantine boundaries, and the decisions that move patients between them.
The Halcyon Medical Directorate governs treatment and quarantine at Halcyon under an Ilyran public charter. Its defining decision is whether separating a patient from everyone they know is medically necessary. The station treats isolation as a form of care with its own discipline, training, and evidence, not as an administrative inconvenience to be ended at the first opportunity.
The hardest cases belong to two professions at once. A patient isolated because they may endanger others remains under a Sealer’s charge until a Mender will state that the danger has passed. Neither profession may overrule the other. The Directorate provides the procedure in which they must reach a decision and accepts institutional responsibility for the order that follows.
Ilyra charters the station, appoints external auditors, guarantees its neutrality, and may activate emergency capacity. That authority can raise Halcyon from its normal capacity of 120,000 to more than 400,000. Binding external acts are made in Ilyra’s name, while the Directorate’s emblem identifies the medical institution rather than territorial sovereignty.
The arrangement depends on Ilyran restraint. The Directorate holds that a power able to fill the station in an emergency could also empty wards for its own purposes. Ilyra has seldom activated the larger capacity and has shown no appetite for the second use. That record allows the Directorate to accept audit and emergency command without treating either as routine political control of clinical judgment.
The Twofold — Gloam
A quarantine boundary is maintained until both containment and treatment permit release. Sealers hold isolation; Menders determine when danger has passed; the Directorate records the joint decision.
