Joint hold administration
The Geothermal Holds
Valdyr
Valdyr’s geothermal holds, jointly maintaining Zorvek’s administration and shared heat obligations while retaining authority over their own settlements, systems, industry, and access.
The Geothermal Holds act together where life beneath Valdyr’s ice cannot be divided by one fracture’s boundary. They jointly maintain the shared administration at Zorvek and govern shared obligations in heat, water, transport, emergency shelter, and industrial safety. They are not a standing council above the rifts. Each hold retains authority over its settlement, heat systems, local industry, and access.
Joint action begins with a dependency another hold can test. A new hold requires a proven fracture before shared systems are extended to it. Heat contracts name the conduits and receiving rifts they bind, while transport and refuge agreements determine what neighboring holds must provide when a passage closes. Silence in a heat pipe is a civic alarm, not a private maintenance matter, because failure can reach another settlement before any formal dispute is heard.
Koravel protects Valdyr’s outer routes and represents the protectorate beyond the moon. Its trade and mutual-defense mission at Zorvek may guarantee an agreement, but it appoints no hold council, writes no internal law, and cannot open a rift closed by local authority. The geothermal-rift crest validates local government and industry. External security and representation remain Koravelan, and protection of a contract does not guarantee safe movement elsewhere on Valdyr.
The arrangement is tested when one hold’s survival places costs on the rest. Vent disturbance, failed passages, and interrupted heat can turn a local closure into a demand for shelter or transport across several rifts. Abiders and Menders may preserve the physical systems, but neither decides which hold bears the obligation. The holds must act together without creating an authority entitled to command them afterward.
The Twofold — Gloam
The holds treat Gloam as the keeping of warmth and inhabited space beneath lethal ice. Abiders preserve heated caverns through freeze and vent disturbance, often for shares in the systems they hold; Menders answer when a rift wall or passage fails. Neither role grants government over a hold.
