Signal administration
The Relay Directorate
Avenor
Avenor’s local signal administration, carrying traffic across the Shatter without reading it and preserving neutral emergency access under a Velyrian charter.
The Relay Directorate governs signal continuity at Avenor under a Velyrian technical charter. Its authority rests on a promise to pass traffic onward without reading it. Edrani convoys hold guaranteed access, and neither Velyr nor Edrane may interrupt a neutral emergency signal. Both powers observe that restriction.
Avenor’s position gives the Directorate access to communications moving toward and from the Far Reach. Using that access for intelligence would destroy the trust that makes the relay valuable. Velyr retains formal charter authority, but it has not required the station to inspect traffic or violate the emergency clause. The Directorate governs local operations rather than the governments and carriers whose signals it serves.
The station keeps two ledgers. The public ledger records signals received and passed onward, and its monthly total is posted in the operations hall. A second ledger records signals that failed to arrive. It is retained longer and withheld because repeated absences can chart weak points in the crossing as accurately as successful transmissions chart working paths.
The Directorate treats silence as an event requiring examination. When a relay falls quiet, it sends a Descrier before an engineer. The practitioner determines what condition surrounds the failure before a repair crew assumes that broken machinery is the cause. That sequence distinguishes an interrupted route, an environmental hazard, and an equipment fault without granting the practitioner authority over the repair.
The Directorate may schedule transmission windows, enforce antenna exclusion zones, assign service access, and dispatch diagnostic crews. It cannot alter the political terms of the charter, deny guaranteed Edrani traffic, interrupt neutral emergency signals, or convert carried messages into a claim over their senders.
The Twofold — Dawn
Traffic is passed onward without interruption, and no message is read unless addressed to the relay. Descriers examine silence so operators can restore continuity without presuming its cause.
