The Needful
Neither government will call them anything
Independent Summoners contracted by Kharad for Deep descents and by Edrane for Shatter convoys, without a charter or common organization.
The Needful is an unofficial name for independent Summoners whose contracts make Kharadi descents and Edrani convoys possible. Kharad licenses them to reveal temporary passages through Oranth’s storms. Edrane will not release a convoy from Ravelin without a Summoner contracted for the crossing. Neither government acknowledges a collective body under the name.
Their work does not grant operational command. A Summoner may disclose a viable way, but Kharad still opens the corridor, clears the vessel, and assigns the descent. At Ravelin, Edrani authorities still certify the route, convoy, pilot, and escort. The distinction lets both governments depend on the practitioners without surrendering their own authority over departure.
The practitioners remain contractors rather than a chartered class. They may decline an engagement, set their own price, and cannot be ordered to sail merely because a ministry requires their work. Refusal carries unusual leverage because the alternative is often not another provider but a descent or convoy season that cannot proceed.
They preserve that position by keeping no common register, rate, leadership, or spokesperson. A recognized institution could be chartered, regulated as one body, and assigned collective obligations. Separate practitioners can be licensed for individual work without creating an office a government might command.
The arrangement exposes a practical dependence within two Gloam establishments. The same ministries that retain Occulters to conceal sensitive approaches also hire Summoners to make routes usable. Their estimates do not describe the two trades on equal terms. The Needful make no public grievance of that difference, leaving Kharad and Edrane to renew it each time they issue a license or hold a convoy for want of a signature.
The Twofold — Dawn
The Needful sell Dawn practice to Gloam governments without surrendering control of their labor. Their leverage rests on work no administrative substitute can perform.
