Council of community elders
The Elders
The elders of the river communities, seated at Luravai when seated at all
Varos’s council of river-community Elders, meeting at Luravai under a Chief only when channels, disease, passage, or foreign traffic require a common act.
The Elders govern the matters Varos’s river communities cannot settle separately. Each delta, channel community, or tributary settlement sends its own Elder by whatever local practice it keeps. The council meets at Luravai when a matter crosses those waters and disperses when it is resolved. No permanent civil service carries its decisions into communities able to govern themselves.
A Chief presides, answers to the Elders, and receives their answer in return. Varos does not explain how a Chief is selected. Foreign embassies have asked for four centuries, and Velyr once collected three sincere accounts within a decade that agreed on nothing. The practice has not visibly failed, and the communities recognize no obligation to make it legible to courts beyond their rivers.
The council settles disputes over shared channels, coordinates disease response beyond one settlement’s reach, and decides how far a foreign convoy may travel upriver. It leaves most taxation, law, harvest, and ordinary passage where they already stand. This is not a funded policy of concealment. The Elders publish no prohibition on inquiry and maintain no office for withholding information; they simply decline to treat foreign curiosity as jurisdiction.
Varos sends food, medicine, fiber, and biological material into the Far Reach without using those exports as coercion. Prices have changed little in living memory, and no cargo has been withheld to make a political point. Edrane values the reliability, while Koravel continues to suspect a leverage Varos does not claim.
The Standing Council keeps a chair for Varos, and it is usually empty. A delegate who attends listens, commits to little, and leaves without explaining who supplied the mandate. Ilyran institutions seeking access to Varosi medical knowledge receive generous hospitality and no archive. The Elders can speak with sovereign authority when communities make a common act, but they do not convert that authority into a standing duty to explain Varos.
The Twofold — Gloam
Practitioners are hired for work rather than examined for method. A Summoner who finds a channel is paid for the route, and Luravai sees no need to record how it was found.
