The Chartbound

The Chartbound is the name for a chain of maritime dependencies, not a government or treaty body. Avarra’s city-states keep their own laws, harbors, and disputes while receiving charts, soundings, storm warning, defense, and access to broader lanes from Talassar. In return, Avarran navigators and fleets serve Talassaran traffic at sea and in orbit. The exchange is durable, useful, and unequal.

No single Talassaran court administers the arrangement. Talassar has no authority able to bind all its realms, so an Avarran harbormaster deals with whichever court holds the relevant squadron, forecast, or route that season. No founding treaty assigns permanent duties. The relationship survives because the service continues across changes of court and because Talassar needs trained navigators as much as Avarra needs access and protection.

Above that bargain sits a second layer. Talassaran courts contract separately with Caelor for wider charts, escort, storm warning, and a counterparty able to answer for a whole sea. Avarra did not negotiate that addition, and Caelor acquires no authority over Avarran harbors through it. The result is a three-level chain in which service may pass from Caelor through a Talassaran court to Avarra without creating a direct obligation between the kingdoms at one end and the city-states at the other.

The chain grants no member command through its full length. Caelor cannot make one Talassaran realm command another, Talassar does not govern Avarra’s cities, and an Avarran claim reaches only the court with which its harbor is dealing. Harbormasters increasingly receive charts whose source is Caeloran rather than Talassaran, but questioning the source would also expose how much local passage depends on work performed beyond their own bargain. The Chartbound holds because each link answers for the next service, not for the whole sphere.
