Overview
The Record
Avelune is a capital designed so that no kingdom can own it. The city floats on open water beyond the permanent territory of Caelor’s island crowns, its oldest platforms anchored around a central water plaza while markets, gardens, workshops, residences, embassies, and civic halls spread outward through flexible bridges and sheltered channels. Outer districts can detach for storms, festivals, trade seasons, or obligations written into their charters.
Every island kingdom sends one Captain to Avelune and receives one vote, regardless of the size of its harbor. The Captains govern the matters the kingdoms surrendered to common authority: lanes, charts, quarantine, combined fleets, and Caelor’s name abroad. Platform councils and chartered districts handle the city itself. A Commodore presides only for a sitting, ensuring that even the chair cannot accumulate into another crown.
The same structure governs daily movement. Every kingdom keeps an embassy on the inner platforms without acquiring territory beneath it, and visiting merchants trade in neutral markets whose location may shift with the city. During festivals and commercial seasons, additional platforms gather until Avelune becomes far larger; afterward, much of that city disperses again. A capital that can be rearranged and dismantled was the only capital Caelor’s rival kingdoms would accept, and its changing shape remains the physical guarantee that none has taken possession of the whole.

Avelune spreads across engineered floating platforms joined by flexible bridges and sheltered water channels around a central plaza. Markets, gardens, civic halls, residences, embassies, docks, and workshops occupy the inner platforms; detachable outer districts reposition for weather, festivals, trade seasons, or the obligations written into their charters. The city’s map is an operational document rather than a permanent street plan.
