Standing house retinue

The Shadow

Not raised in council

The unacknowledged Eclipser retinue House Kestar keeps at Kestovar to move columns without leaving a reliable account of their strength.

The Shadow is the name rival houses give the Eclipser retinue House Kestar is generally understood to keep at Kestovar. Kestar does not use the name, publish a roster, or enter the retinue’s strength in the minutes at Orasai. Its existence is broadly accepted. Its size remains unproved, which prevents another house from planning against more than an estimate.

The practice conceals the account of movement rather than the column from those beside it. A rival absent from the road cannot later establish how many riders passed, when they moved, or which strength reached Kestovar. Rhovani disputes depend on what a Witness can test. Movement left outside that process gives Kestar military uncertainty without requiring it to hold another fortress.

Those associated with the work remain ordinary members of Kestar’s seasonal estate. They tend herds, travel with families, and return home when the season ends. No mask or public insignia separates an Eclipser from a stockman. The arrangement gains protection from that ordinariness: a rival may allege a standing retinue but cannot identify a formal body whose membership can be summoned and counted.

The Circle has condemned concealment of armies four times. Each ruling remains in force, and each attempt to create enforcement has failed because all five houses would have to agree on what Kestar maintains and who may compel an accounting. Kestar can accept the stated rule while refusing the means of applying it, a pattern that has held for four generations. The Threefold jurisdiction ends outside Rhovan, so governments that prosecute comparable work at home possess no warrant on the steppe.

The Twofold — Gloam

The Shadow keeps military readiness out of the count. Its work does not erase a visible column; it denies absent rivals a reliable account they can later use.
