Military house
House Kestar
Seat: Kestovar
The Rhovani military house that controls Kestovar’s launch grounds and roads while keeping the strength of its Eclipser retinue uncounted.
House Kestar controls Kestovar, Rhovan’s principal launch ground, and the roads that reach it. It can move its own envoys, crews, supplies, and fighting strength between the steppe and orbit without relying on another house. Anyone seeking the same passage through Kestovar must deal with its Oathlord. That authority ends at rival territory and cannot bind the other four houses without a unanimously closed Circle.
The visible estate is a fortress, a road junction, and a launch complex. The less accountable part is the Shadow, the Eclipsers Kestar retains by the season to move columns out of later accounts. The house does not enter their number into the minutes at Orasai. Their existence is generally accepted; their strength is not known. Kestar keeps that distinction because a force that has been counted can be planned against, while an estimate tends to grow in the mind of whoever must oppose it.
The Circle has condemned the practice four times. Each condemnation stands, and each attempt to give it an enforcement has failed. Effective action would require the five houses to agree on what Kestar maintains and who may compel an accounting. Kestar can assent to the principle, refuse the means, and leave the circle without the unanimity required to act. The pattern has held for four generations, and no Oathlord has yet forced the question by testing Kestovar.
In other business Kestar cultivates bluntness. Its Oathlord refuses early, before a proposal has accumulated terms that would make opposition costly to explain. The manner appears plain and saves the house from disclosing which later condition might truly concern it. The other houses recognize the habit, but recognition gives them no power to postpone Kestar’s refusal or to count what stands behind it.
The Twofold — Gloam
Kestar keeps readiness out of the count. Its strength is publicly assumed but never published in a form another house can plan against.
