Local council under sovereignty

The Range Council

Galed

Galed’s local test-range administration, directing daily trials and producing evidence whose legal certification remains Kharad’s.

The Range Council administers Galed’s test ranges under Kharadi sovereignty. It schedules trials, assigns local facilities, coordinates crews, and produces the evidence used to certify atmospheric craft and pressure systems. Its institutional emblem identifies the range authority, but every certification and external act carrying legal force is issued in Kharad’s name.

Galed tests machines in glare, pressure, and magnetic conditions that can defeat their instruments. A Descrier accompanies each flight into those conditions. The Council compares the practitioner’s account with sensor records, crew testimony, and the craft’s performance before preparing the result on which Kharad acts.

The public certification does not contain everything said aboard. Full operational knowledge remains with the Council and Kharadi authorities, while customers receive the finding needed for the tested system. The distinction is not a claim of independence from Kharad. It protects the accumulated competence that allows Galed to design the next trial rather than reducing that knowledge to a certificate another range could copy.

The Council’s authority is therefore substantial and local. It may delay a test, close a range, reject inadequate evidence, and determine whether a trial can proceed safely. It cannot sign an external treaty, issue a legally independent certification, direct Kharadi security, or speak for Galed as a sovereign government. Its influence grows whenever Kharad relies on work that no other testing ground performs.

The Twofold — Dawn

The Council conducts testing openly and submits its evidence to Kharad. Descriers perceive conditions ordinary instruments miss, but Kharadi authority gives the resulting certification legal force.
