The Gleaners
Working out of Kestrel
Independent salvage crews that enter weapons-work sites closed by the Binding and sell what they remove through Kestrel.
The Gleaners are unlicensed salvage crews that enter sites the Binding closes because they may bear on weapons work. Aurel, Velyr, and Edrane disagree about many permissions and sometimes about what qualifies as a weapon, but none grants the Gleaners authority to recover these remains. The crews use the disagreement to confuse provenance, not to establish a lawful claim.
Kestrel is their market and staging port because it asks fewer questions than most docks and has signed no compact requiring the rest. The Gleaners are not a society. Each crew consists of four to nine people, a vessel of uncertain reliability, a purchased route, and a buyer arranged before departure. No council assigns sites, settles disputes, or divides earnings. Crews compete for charts and contracts more often than they cooperate.
The limited knowledge they share passes orally between crews: which fragments still hold air, which charts no longer match the wreckage, which approaches have killed earlier teams, and which buyers delay payment. Keeping those details unwritten protects a crew’s advantage and leaves little evidence for inspectors. It also ensures that a lost crew may take the only reliable account of a route with it.
Gleaners sell to Velyrian, Edrani, and Aurelian buyers without accepting any power’s wider claim. They routinely assign disputed cargo an origin under somebody else’s jurisdiction. Buyers seldom accept the account, yet purchases continue because the objects cannot be obtained through ordinary salvage markets.
The most profitable destinations are old weapons-work sites whose original purposes remain unresolved. Their damaged chambers, unknown machinery, and unstable approaches produce steady fatalities. A crew may return with a component no operating yard can identify and sell it without learning whether it was a tool, a failed experiment, or a surviving part of whatever work preceded the Shattering.
The Twofold — Unrecorded
The Gleaners have no common practice. Whatever individual crews believe, the trade itself is indifferent to doctrine and attentive to price.
