Broker house
House Tavrin
Seat: Serevan Crossing
The broker house that keeps Serevan Crossing neutral, turning safe passage, enforceable market rules, and visible terms into political weight at Orasai.
House Tavrin keeps the neutral order at Serevan Crossing. The crossing council maintains the causeway, collects limited passage duties, and enforces the market rules under that order, while visiting houses retain authority inside their own camps. Tavrin’s essential service is the assurance that rivals may cross, trade, and bargain there without submitting to one another. Four houses that will meet nowhere else will meet at Serevan because neutrality at the ford is enforced rather than merely announced.
The passage duties are modest. The greater return comes from making agreements at Serevan dependable after the camps disperse. Tavrin states its interests openly, including the fact that it profits when the other houses require a broker. A united steppe would diminish both its income and its purpose. That admission makes the house easier to judge: every party can see what Tavrin gains from keeping the crossing useful to all and owned politically by none.
The same transparency governs its conduct in the Circle. Tavrin’s assent may be secured through terms at the crossing, and the terms are expected to be legible to every Oathlord involved. A house seeking unanimity often negotiates at Serevan before the gathering at Orasai. Tavrin can provide its own agreement and help frame a bargain acceptable to others, but it cannot bind another house or close the Circle alone. What would destroy its value is not negotiation for advantage, but an unexplained allegiance that made future terms impossible to price.
Tavrin depends on traffic it does not command. Serevan matters because the Golden March reaches its river, migrating houses use the crossing, and rivals continue to need neutral ground. A changed route, failed migration season, or durable habit of settling disputes without a broker would leave the house with a well-kept ford and little leverage beyond it. Its power lasts only while other houses choose to cross.
The Twofold — balanced
Tavrin requires terms to be visible to every party bound by them, while asking nothing beyond what the bargain makes public. Neutrality depends on both disciplines.
