Survey administration
The Survey Directorate
Farwatch
Farwatch’s local survey authority, setting observation priorities, controlling docking, and issuing preliminary warnings while Edrane supplies and formally represents the station.
The Survey Directorate governs Farwatch’s daily survey work under Edrane’s charter. Edrane funds the station, supplies its instruments, crews, and relief vessels, and represents it formally. Distance leaves the Directorate to act between relief visits. It sets observation priorities, controls docking, and determines which distant changes deserve a closer watch, while remaining an Edrani institution rather than an independent outer power.
Farwatch’s 7,200 residents keep operations on Edrani survey time. When a track may affect an inhabited route, the Directorate may issue a preliminary warning without first asking Eirenor, then answers to Edrane afterward for the judgment. This practice gives ports and convoy authorities time to respond without pretending an incomplete observation is final. The Directorate governs the station’s instruments and survey schedule, not the authorities that receive its warnings.
Its charting mark appears on instruments, survey records, and official transmissions. The mark authenticates Farwatch’s work and claims no sovereignty. The Survey Directorate admits scheduled supply runs, crew rotations, and authorized survey vessels, but maintains no regular passenger traffic. Every arriving craft must carry enough fuel, provisions, and repair capacity to leave without assistance, because distance may place rescue weeks away.
The Survey Directorate may choose fields, assign observation time, control docking, and warn before certainty arrives. It may not make foreign policy, change Farwatch’s charter, or speak for Edrane abroad. Dawn practice identifies unfamiliar bodies and traces their movement. Gloam keeps incomplete and sensitive records, shelters material not ready for release, and leaves the station’s blind areas out of published charts. It does not discover what the instruments have not found.
The Twofold — balanced
Dawn identifies unfamiliar bodies and traces their movement. Gloam holds incomplete and sensitive records and keeps blind areas out of published charts; it does not detect hidden objects.
