The Pelorin Estate Compact

Pelorin

Pelorin’s compact for shared utilities and property disputes among old estates that otherwise govern their own sealed gardens, residences, and archives.

The Pelorin Estate Compact manages shared utilities and disputes among properties that otherwise govern themselves. Pelorin’s 85,000 residents occupy garden vaults and sheltered basins linked by sealed rail across a nearly airless moon, so no estate can make private wealth independent of common life support. The Estate Compact maintains that narrow common ground without governing the gardens as one holding.

Each estate controls its own grounds, residences, gardens, and archives. Its invitation governs entry beyond the public terminal, and visitors without one remain there. The Estate Compact cannot turn one property’s wealth into authority over another, open a private archive, or issue a collective crest. Pelorin keeps many house signs and no common emblem.

Aurel retains final jurisdiction, represents Pelorin externally, and supplies the public authority no estate mark can provide. Acts requiring that authority are made in Aurel’s name. The Estate Compact can settle the shared operation of the properties and disputes between them, but it cannot make a vault sovereign, place it beyond Aurelian law, or carry an estate’s private standing abroad.

The Twofold — balanced

The Estate Compact neither employs nor governs practitioners. Individual estates retain Quickeners for their gardens and Sextons for archives and inheritance rites, keeping the two practices apart and never presenting them at the same function.
