River house

House Varakh

Seat: Varakhen

Rhovan’s river house, controlling Varakhen’s crossings, granaries, markets, and flood works while pressing a capital claim the other four houses refuse.

House Varakh controls the ford at Varakhen and the permanent works built around it. Granaries, protected bridges, flood works, markets, and nearby farmland make the city Rhovan’s largest fixed concentration of food, trade, and durable infrastructure. The roads meet there, foreign delegations seek authority there, and migrating houses use works maintained by Varakh even when they reject every larger claim the house attaches to them.

Varakh argues that Varakhen should be treated as Rhovan’s capital. Each Oathlord of the house inherits the claim, and each meets the same limit at Orasai. Control of the largest city grants one place in the Circle, equal to the place held by a marching or land-poor house. The other four need not dispute Varakhen’s wealth or usefulness. They need only refuse unanimity, because naming a capital would give one house a standing advantage after the gathering dispersed.

The house converts settled wealth into construction. It raises causeways, cuts channels, maintains crossings, and stores grain where seasonal powers cannot provide equivalent works. Rival houses use infrastructure Varakh paid for and cannot charge them to cross, while conceding no authority in return. The house cannot make dependence on a bridge become submission to the city. Its works create practical influence precisely because the political price remains unpaid.

That boundary also protects the Circle. A house holding the crossings, the harvest, and the permanent name of Rhovan would have little reason to preserve a gathering in which every Oathlord remains equal. Varakh cannot secure recognition without the assent of the houses most threatened by it. It remains the strongest fixed power on the moon and no closer to turning Varakhen’s importance into a government over the steppe.

The Twofold — balanced

Varakh joins visible works to guarded claims. It builds in the open and keeps its larger ambition within forms the other houses can refuse.
